AT&T, America’s first communications conglomerate, is now offering high-speed Internet service to low-income Americans for just $5 per month. No, that’s not a typo. If you meet the eligibility standards and you live in an area served by AT&T, you can now get high-speed Internet service for a mere $5 per month.
The plan is called Access from AT&T. And it may be the best low-cost Internet plan available.
It’s an unfortunately fact of economic life, that fewer than 50% of low-income American families have broadband service in their homes. And that means trouble for those families. Because the adults have trouble finding and applying for jobs and reaching out for medical care. The children have trouble keeping up with their schoolwork. And they all find themselves completing ordinary tasks that wealthier families take care of on the internet every day.
Access from AT&T costs just $5.00 a month and brings you relatively fast 3 Mbps download speed. Five and 10 Mbps is available for $10 per month. Make note, however, that AT&T will automatically give you the fastest speed available in your service area. (Editor’s note: In other words, you will not be able to apply for the cheaper, slower service even if it’s available in your area.)
The Access from AT&T deal gets even better: AT&T is waiving all activation fees and they’re including a free wireless router. And as icing on the internet cake, AT&T is also offering computers to qualifying families for just $149.99.
And the good news isn’t done yet. Although AT&T provides this information as a disclaimer and seems to present it as a negative, they say, “There will be data limits for people using the program, up to 600GB a month, and overage charges for anyone who uses more.” From our point of view, that’s a huge positive because it’s almost impossible for an ordinary Internet user to consume 600 GB per month.
How to qualify for Access from AT&T
To qualify for Access from AT&T, and to get nearly unlimited high-speed broadband internet service in your home plus a low-cost computer for just $5.00 per month, at least one person in your home must receive food stamps (SNAP). And you must live in AT&T’s 21-state service area.
If you meet both those qualifications, there’s only one reason you wouldn’t qualify: As the AT&T website says, you must not have “… outstanding debt for AT&T fixed Internet service within the last six months or outstanding debt incurred under this program.”
It’s that simple.

I.first qualified by SNAP. Now I qualify by low income and SSI when SNAP is problematic.
In 2022 March-June service failed more than it worked. Service worked fine 2022 June-2023 March after three servicemen climbed the pole.
Now the Broadband light flashes green and red again most of the 24 hours a day.
My Lifeline cell phone provider enrolled me in EBB and ACP in 2021-2022. The cell phone service is reliable, so I haven’t switched ACP to ATT. I use around 30 gb of data monthly with the cell phone, and less than 100 gb monthly (out of 1 to 1.5 tb allowance) with ATT Access, now that I’ve discovered TUBI and other free movie streaming services.
Weather is a problem nationwide that could reduce ATT service across its large area to fulfill obligations to all customers. An internet search shows that non-charity cystomers also have unreliable service nation-wide, while usage by the increased number of charity customers might strain ATT’s ability to serve all.
So, I wonder if my service failures are retaliation for not giving ATT my ACP benefit or just ATT having growing pains.

I signed up with ATT Access low income program 5/2021 for $5 a mo – DSL,This was not thru the EBB program. This year the cable got cut and I am no longer getting both DSL and my landline phone. I am still getting billed every month for these services. ATT wants me to cancel the DSL svc and apply thru ACP program which I do not want to do since it is alot more money. Att also refuse to give me POTS over fiber (new phone svc) until I cancel the DSL – and if I do that then I have to go thru the ACP program. ATT is telling me they are following federal guidelines but refuse to tell me what are the guidelines and by whom. I feel it is bait and switch. Do you know what federal guidelines ATT is talking about and which division it would be (a phone number would be great)? It is now hurricane season and I don’t want to be without a connection to the outside world in case of emergency.

I got PC’s for people in Feb. But my connection is terrible. It is only workable after midnight to 5 a.m. The signal even then is sketchy and paltry at best.
My cell phone through Consumer Cell gets a great signal and my other Sprint phone used to as well. Also, I got a modem from the T-mobile 30 day free trial and it is the same modem, a Coolpad Surf, that Pc’s for people sent me for $95, and it got great service…
It is only the low-income PC’s for people/sprint coolpad modem that does not work at my house. My connection is virtually useless during the day and just a bit better at night like I said. I have one thin row of very tall trees to my south and that is all and I am about 50 yards from a Navy outlier airstrip which I have been in contact with and they were very cooperative and did inquiries for me to find out if there was any interference coming from the airstrip but as it turns out it is so small that there isn’t anything that they use that would interfere with the types of waves cell phones and hotspots use.
I am taking my classes online so I am forced to stay up all night to do it because of this.
Pc’s for people have replaced the modem 3 times trying to figure out what is wrong but it has been to no avail…
I think I need to find a plan i n my area that does discounted hardwire internet or maybe uses different towers than Sprint/t-mobile.
Please help because I am turning into a zombie staying up so late all the time.

Then article says you won’t get a choice to get the slower speed for $5 .
Also the price is now is $5 month for the computer!
Note: $10 1.5 mbp internet plus the charged me $10a month for the router for 1 1/2 years and no computer has ever been offered.
Access took 6 months of back and fourth calls/email/mail before I finally got it installed

I had at&t service. I had internet,tv,phone bundled. I had many issues with them and due to an error on their part that they refused to acknowledge, my services were terminated and my co tract canceled. I don’t know how many phones calls where i stated that i was disabled, on SSI and food stamps and not one employee mentioned this program. When I go to their corporate offices tomorrow I will he bringing this up.

ATT has a radio ad on KLBJ which advertises senior discount plans for internet, but upon checking the website, I learned that only people with SNAP benefits would qualify. Most seniors do not get any SNAP benefits because we get a small social security check monthly. So there is NO program for Seniors.

I enrolled in ATT Access as soon as I learned of it. I’m very happy with it. Materials say that the program will expire 2020 April. I received annual renewal letters through 2018. None for 2019. In 2019 MayJune, ATT customer service representatives were unable to say if the program will continue. Do you know more?

Hello! This ‘Access’ program sounded perfect for me and I was very excited when I heard about it. I am 45, on SSDI, live alone and do receive snap benefits. I have never been able to afford a computer, much less wifi! I am getting more and more overwhelmed by the necessity of nearly everything having to be done through the computer. It’s infuriatting. There are even discouraged coupons at the grocery store I can’t take advantage of due to this which is really discriminatory.
So MY question to YOU,AT&T,is why on Earth your ‘Access’ program is only in 15 states??!! That makes no sense at all. I live in CT and already use your phone service. I just heard about carriers offering programs like this on the news the other night, and was thrilled; just to get let down yet again by what is clearly discrimination.
You obviously have some idea how this changes people’s lives , yet you’re picking and choosing whose lives to help!
I’m shocked at you, AT&T!
Not to mention extremely disappointing and turne-off.
Maybe it’s time I switch phone carriers to one that WILL help all who need assistance w this issue.
Please respond and explain yourself. I’m considering calling the local NBC news station that I originally heard this information from, and specifically contacting their investigative reporting dept. I’ve been getting ATT Access for the past three years now, and I can honestly say I don’t have one complaint! I will throw a helpful tidbit I learned during signup, though… The program that runs your address to check for availability in each area is REALLY picky. For example, I live in an apartment building, and they had to type my address in 6-7 different ways before the computer accepted it. Other people in my complex have been denied service simply because they didn’t get the address typed in correctly. And trust me, it isn’t any logical version that USPS would use. Mine was something strange like
Apt123 1000 Main St.
And you had to not out a space in between the apt and the number, it had to go before the street address and even though there was an actual spot for apt number, you had to leave it blank. I was really lucky to get a person who knew the ins and outs of it, and it still took her 20 mins or so. But, after, they came and set up a Uverse modem/WiFi router combo for me within 48 hrs. About a year ago, we had a bad storm and I had to get a replacement, which they brought and set up the next day! The young man even took the time to help me make sure all my devices got connected and showed me the website to manage it.
These guys have been super great; it is the fastest internet I’ve ever used. Mine usually clocks in above the fastest advertised speed. All for $10 flat-no taxes or added fees! I highly recommend for anyone eligible!

I’m just getting at&t access Internet, you don’t have the choice of a plan here in SC it’s only 10$ with more then enough GB to get you through a whole month if movies and TV ect. I’m using it with Chromecast which was a gift, so goodbye cable! Even your favorite channel whatever that maybe is available! Just need a tablet or PC to upload the Chromecast home app then start searching. It’s great! Especially for us folks on fixed income. Also note, Comcast, Xfinity, and more are also offering this cheap internet, so Google your area for the best option for you! Never been happier! No more antenna tv, that is more out than in. Especially if it’s cloudy or a jet flies overhead which they do here all day everyday! Please take time look for your plan and company. Then try and save for Chromecast or Roku, I tried both prefer Chromecast! Happy surfing, and enjoy the next football game or movie even music and games. Just beware you will be charged if you should by chance go over your plan, but my provider sends me an email when I’m getting close. Lol, don’t fall asleep watching the tv, it’s a waste. Enjoy being connected to the world again! People like myself do not get out much due to limited income, for me at least this is a blessing.

The eligibility requirements for Access from AT&T do not include either low-income nor disability. The only way to qualify is if someone in your household is on SNAP (also known as food stamps).

It actually depends on what AT&T service the outstanding debt is for.
If the outstanding AT&T debt is for AT&T wireless (outstanding bill, EFT, collections, etc) you will still qualify and be approved for AT&T Access. If the debt is for any AT&T home/residential internet service or equipment, you will not qualify.

I know from experience. This can also be confirmed by an AT&T Access representative if you call them to inquire.
However…not sure if it made a difference in my case….
I did have existing Uverse service with Uverse account in good standing when I was approved for Access. Made my bill go down from $50+ to $10.

But here’s the way around that problem: There are a number of other low-income plans and you undoubtedly qualify for one of them. It may be that they do not do business in the area in which you live, but that is the nature of the cable business, not some nefarious plot.

Hi, I’d just like to share my experience on successfully gaining Access from ATT(service started in April’17) and maybe this can be a broad guide for others.
make sure you have the following: proof of eligibility, in my case, in CA, I used my EBT card, you can also use(only in CA) your SSI benefits letter(w/c you can get online at socialsecurity.gov) NOT SSDI(upon learning this, I already knew this will be an uphill battle)
a working email address
the address where the (eligible)service will be(this address also needs to be able for you to physically receive mail)
something to take pictures with
optional: working fax or an online faxing service like minifax(app)
Understand that this program was forced upon the company so they wont help you in anyway and, in fact, might hinder you in applying(which they did, unsuccessfully, to me). So, if you can’t pay the $10 per month, they will cut the service ASAP and to reconnect takes $50.
First, I completed the form on the ATT Access website(link above). I made sure I filled it out correctly, attached the correct files(in this case, 2 pics showing the front and back of my EBT) and screenshots before I hit submit(because you will never see this page again after you hit that button, there are no redos).
I get declined the next day thru email stating that I submitted only the front picture of my EBT, not the back and that I will have to resubmit the application that I will be getting thru postal mail.
I called, explaining that I have proof that I DID submit the back pic(screenshot). The nice and polite lady still declined me restating that I will still have to resubmit the application. Can I just resubmit it online? No she said(nicely) it has to be the physical application.
At this point, I pretty much gave up since I really dont think they would send me an application. But to my surprise, 3days after, in a nondescript white envelope is the application(which is the exact same thing as the one online, only printed) and a cover letter stating that I can submit in 3 ways: postal, fax or email.
I fill out the application, making sure it was consistent with the first application and proceeded to submit all three ways, starting with email, then fax and lastly postal( i didnt need to make copies since i have them thru email)
2days after, i get an email saying that Im approved and that the router was also sent. I get the same message the next day thru postal then 2 days after that, the router. Tried setting it up myself, didnt work, I then set up an online account with att and had a tech come over to set it up for me(turns out my phoneline wasnt working in my new place). Now Everything works perfectly. I then set it on autopay and i just have to make sure I have 10$ every cycle.<
So there you have it. Was it worth it? Well, I pay 10$ flat while my Mom pays for 50$/mo l(plus taxes and BS fees) for "premium" high speed(which I think is BS). so, yes, yes it is.

At&t access internet they’re fraudulent with their charges& billing &your bill will contunue to double and they give you every excuse possible & even if you show/prove their error they’ll tell you sorry I xabtt reverse or remove those charges my service has never been suspended but I’ve been charged 2 restoral charges for uverse by that way isn’t available in my area but they insist I have it. they refuse to give me a complete list of charges& payment dates received amt date applied. So seems that if you pay your bill in full they claim your service was suspended_&the amount you’ve paid is restoral fee and you still owe the bill they don’t provide you with any code his terms or procedures or charges that can concur when you apply for access internet. they send no notifications warnings etc. so their at&t are getting major incentives tax breaks from goverment to provide this service. they’re also sticking it to the low income customer and over charging for both charges. I’m contacting the ca lifeline adminstration &filing complaint with utilities commission&better business bureau ,and filing for overcharges

You had me fooled. For a moment, I really thought I could get Internet service for $5 — OK $10. Then came the the catch: One must be getting food stamps. I don’t get food stamps, but believe me, I’m low income. (What we really need in this town, San Francisco, is RENT stamps.) I receive lowered AT&T & PG&E bills, and I’m on Social Security.
Curently I have a defective, dial-up Internet system. (The most common message on my screen is, “This page can’t be displayed.”) So I seek a basic service — for e-mail, search engines, and reading web sites — one step above dial-up. WHICH COMPANY CAN I TURN TO?

I applied three months ago in Jan I recieved a denial because of a Sig that supposedly missing which it wasn’t trust me I went over it twice word for word making sure it was correct then I remailed a second one and it had been one month later in Feb I still didn’t received any answer so I called and guy said he will send out another well were the hell did my application go then (trash) but I then waited again till now so I call and they said nothing was ever received OK what the heck is going on here hmmm? 600GB Data usage per month will not come close to enough to cover 30 days
All honesty i’m 1 person on extreme 105 and i use more then 600GB i even hit 900GB or more and i can not amagin familys using extreme 105 just to get over the limit what would really need to happen. The math of old and new:
250GB from my math was to cover Average US use of 13Mbps. but since 2010 more users with 100+Mbps have been poping up
math:
250GB divided by 30 = 8.3GB per day with 13Mbps being Average so i put together a simple way to add up the change
13×8= 104Mbps pretty close to the new day speeds
taking 8.3×8=66.4×30=1992GB so why not call it an even 2000GB per month Data usage and there is your much needed number if you plan on going against this you technicly are planning to rip Millions of customers off even after the fact this was posted to help Fix your delema

We think Cindy has cut and pasted a comment she left on the AT&T Access site, but we’re not sure. But we will make one observation: Anyone who’s using 8.3GB per day or 2000GB per month is an INCREDIBLY heavy user. The only way to eat up that much data is to download a couple Netflix movies every single day of the year. These programs were never intended to provide that kind of usage. They are supposed to be basic plans to help people with their basic computer and internet needs.

I’m wary of the AT&T Access, as it’s more of a mobile type data based internet thing. Not like having broadband. I wish there were more affordable broadband options. I’m a big video streamer. Last night just as I was turning the TV off, I caught the last part of AT&T Access
commercial I wasn’t; able to catch the number; this evening I got to looking for the website it has taken me several hours but I found it by the way I’m 62 and my mother is 80 were both on fixed monthly incomes. I cant wait till in morning and if I’m able to get good results. at Access from AT&T.

I just spent 2 1/2 hours calling various ATT telephone numbers (referred by one ATT rep after another) trying to get ANY info on ATT’s internet service and Lifeline. Every rep denied any such Lifeline service existed for internet service. I read about it on Assurance Wireless Company’s website. I finally thought about Googling Lifeline internet and found your website. You listed all the cities in California and lo and behold, my small town is listed as a city that ATT provides Lifeline internet. Why is ATT permitted to literally hide this info from consumers, even lie out loud about it? And what can I do to stop this travesty? Any help would be appreciated. There is a major “catch” to the AT&T program. It’s only available in areas in which AT&T can provide fast enough internet service. So there are gaps in the service areas caused by lack of speed. AT&T is upgrading as fast as they can, but that doesn’t help people who are out of luck now.

Once again AT&T is false advertising. I have applied 2 times for the access low income Internet plan. It states that CA. Residents can qualify if one is on SSI. Only to find out after months of waiting and my bill of $40.00 per month for low speed adding up. That it is SSA Which means one needs to be on the SNAP Program. Now my bill is up to $129.00 and I do not have the money to pay it. False advertising and lies and poor quality. And why are you still sending out applications that have SSI MISLEADING YOUR CUTOMERS?

I am on Medicaid and have NO income. I live with my parents, mother with Alzheimer’s, father had prostate cancer, he’s doing well, so far. Both are on fixed income and I’m in process of fighting for my ssdi due to my health! I have an incurable disease called Gastroparesis, along with severe anxiety and depression, arthritis, degenerative disc disease, waiting to see a neurologist because of some other symptoms and concerns. I am trying to set up a hearing impaired Caption telephone for my elderly father. He receives pension and I know he is not on Gov’t assistance, but of course the budget is tight. None of the plans are national in scope, Donna. In AT&T’s case, it used to offer service nationally, but the federal government broke the company up into smaller, regional companies decades ago. New Mexico was not included in the territory covered by the entity that kept the AT&T name.

I work an make a few doses to much to qualify for government help internet help any kind of help what so ever. We never have food not having Christmas no internet we can’t get any kind of help because according to the standard. I make too much money. I make about $20.too much for help. It’s truly sad. That in order to get any discounted anything you have to be on assistance. That tells me it’s easier to sit in my back side an not work an I can get all the free food an discounted stuff.an all the help in the world. Yet I work an bust my back side an I am truly low income. You have hit upon one of the biggest flaws (in our opinion) in this or any of the other low-income internet plans. In short, no, you cannot switch from a regular plan to the inexpensive, low-income plan. Crazy, isn’t it? What you can do, however, it change to another low-income plan if any of them are available in your area. Pay particular attention to PCs for People. Here’s where you can find that info:

I see North Wilkesboro, NC is not on the list and internet providers still can’t get to our house with decent high speed internet either! My wife and I are in process of contacting the FCC about all those improvements that were supposed to be done for the farther reaches of our state! None of those improvements were ever even attempted, but I guarantee they got their hands on the government grants. I have been encouraging all the other elderly and all the other people living out in the farther reaches of our county to write the FCC as well. We have called about the same high speed internet currently available in North Wilkesboro,NC, every month for the last 5 years and we got the same answer every time, “That will not be available for you until next month.” 5 years later it has been made available to neighbors less that 1 mile away from us, but it has still never been made available to us. We have even offered to pay for the cable ourselves and the company’s here will not even consider it. Our local internet providers don’t care if we all have equal access to internet service. All they care about is speeding their service up! Now, ATT lists 150+ towns in NC that they service with $5 internet, but North Wilkesboro somehow did not make their list either. Our family lives at the poverty level, but we are forced to pay over $100.00 each month for an internet basic package that stinks. Our grandson needs the internet for school, but since our service is pulled off the very end of their cables, the service is terrible and “shoots itself in the foot” on a regular basis! There is no special pricing through “Centurylink” for seniors or anyone else who struggles to pay their bills. Looks like ATT remembered where all those EXTRA OBAMA DOLLARS were suppose to go too!

Just because it’s not on the list does not mean AT&T doesn’t serve the area. Our list is not 100% comprehensive, so you should try calling AT&T to ask about the Access program. Good luck.

We’ve heard nothing to indicate that AT&T will change its eligibility rules anytime soon. However, there is good news on that front. More than twenty companies are in the process of being approved to offer Lifeline Broadband and that program will primarily follow the same rules as the Lifeline Assistance free government cell phone program.

I rent a room from a person who owns the house and resides in the master bedroom. She rents out 4 bedrooms in her house to people she met through an add she places on Craigslist when there is a room available because of people moving on to other places. Obviously no one is related.
So with that said 1 of my questions is about the fact that 1 person in your household must recieve SNAP or SSI etc., if I remember correctly. Does each person that rents a room consider only themselves as a household unit since the room is rented and the finances btwn each of us housemates aren’t shared with each other in any way.

That’s a damn good question, Teresa. We do not know the answer. Logic tells us that this is a pretty iffy situation and that any ruling will probably go against you unless each room has its own address like an apartment house. Does the house have internet service now? If so, that will probably be a problem for you, too.
Our suggestion is that you check out the PCs for People program because its rules are a little looser than the rest of the low-income internet rules. Here’s where you can find it (and all the other plans):

Our family currently resides at Crossroads Extended Stay Studios. There is free WIFI but service is terrible. Our children cannot do homework without getting kicked off. PS4 games continuously glitch out. We receive aide from county, food stamps. Is there anyway to pay and receive service from Comcast or another company? Currently WIFI is provided by Innflux.

Service includes a monthly data allowance of 150GB or 1TB data/mo. depending on the type and speed of service you receive. If you exceed your monthly data plan allowance, you will be automatically charged $10 for each 50GB of data usage in excess of your data plan, even if less than 50 gigabytes is used. I’m also not seeing anything about this ‘low-cost computer’ being included (“…to get nearly unlimited high-speed broadband internet service in your home plus a low-cost computer for just $5.00 per month, ….”
I’m only looking into this site (CheapInternet.com) again currently because my existing ISP device (a Sprint R850, I believe) is giving an ‘Invalid SIM card’ error…I learned of the ISP (PCsforPeople.org) through CheapInternet.com in early May 2016, & I’ve been thrilled w/the 1-5 MBps for less than $14/month ($10/mo. if prepaid for 12 mos.) service I’ve been getting from them so far. They had easy, friendly, & fast setup over the phone; I had the device *within the quoted 3-5 days*, already up & working out-of-the-box.
They are supposed to be in the process of sending a replacement now, but I don’t know yet how long that will take…so I came here again, just to see what options there are currently, & this headline on AT&T caught my eye – but I definitely Will compare the various ones to see how mine rates now against all the competition, only a few months later…

I’m VERY PLEASED to have subsidized ‘ATT Access’ for $10 a month, total!.. Its 12 Mbs 1024 GB month..and WORKS FANTASTIC! … No more dial-up!!
WE POOR PEOPLE need to follow all a company’s application directions explicitly! .. Or they will ignore you.. That includes not trying to apply here!.. This site is not a subsidized internet provider!.. Its just offering VERY HELPFUL ADVICE.
For me, I had a $100 outstanding bill from ATT.. But it wasn’t in ‘collections’.. Then I CAREFULLY submitted an ONLINE application with them for internet “Access”.. while paying what I could on my bill.
Well they came through, and installed the internet!.. Now I still owe some on my old bill.. But I always pay the $10 a month Access bill!… I AM VERY HAPPY.
I say SIGN UP ASAP… The waiting list is going to be very long soon!!
(Oh, if you can’t understand the process, try and get help.. Especially if you’re trying to apply here… That’s clueless!)

I need help with internet. My comcast bill means I have no money for food. I am a widow with 3 children at home. I became disabled 6 months after the death of my husband, after a hit and run from a Hummer. I was in the Hospital for 2 years. My father died while I was in the hospital too. I have NO ONE, no family left. I have medicare and my children medicaid. My rent is ,more than half of my total income. I don’t for food stamps due to my childrens SSI, but should. My medical bills are unbelievable. I lost my home and my parents home. My children MUST have internet for school. Idk what to do. Please help.

I can’t believe ATT came through. As I think its otherwise a greedy monopoly. But now that the’re requesting US Government approval to buy Time Warner, I believe they’re being pressured to finally supply subsidized cable.. Not just advertising it on TV, but then ‘not delivering’.
Good people, there is going to be a huge waiting list for this now that its truly available.. Sign up asap! My installation took about six hours; working with the outside community access ‘box’, and inside phone jack 30+ tiny wires!
If you’re poor, I think we may finally have true subsidized internet coming. But only through government pressures provided by the eight years of Obama.
I believe with Trump though, poor people will just keep suffering.. His priority is money, not people! I also think he’s sadistic. Under him, ISP providers may well stop subsidizing internet for the poor soon! Reality!

If you need help getting these offers, and don’t want to read all the following, just scroll down to the FCC link, and maybe read form there down for another option. And hopefully cheapinternet.com will work with us in helping to actually get these great offers, as thy do us no good if we can’t get them. 🙂
To poster, V, or anyone else that has trouble with these larger, dishonest companies. These companies get so big, thus can afford attorneys that know the law, then they get way to big for their britches, calculate they can make more money by cheating people than they will as opposed to a smaller company who can lose their business/money by cheating. The few times the law does get involved, they simply relent, and do the right thing. Again, it’s all calculated, they have nothing to lose, and everything to gain, at least in the area of money. I won’t get into it much more except to say, that happens because our government allows it to happen…for legit reasons or not, they slap hands as a show, but allow it over all.
So, lets not give up, but use what we have, slap some of those hands, and see just what we can do about this.
First, if you don’t know already, the problems that V mentioned on customer services, one hand not knowing what the other is doing, is not incompetence, but by design in order to frustrate a customer into giving up or whatever or doing what they want you to do. I won’t go into all I’ve seen to verify that, but I’ve seen plenty, and these people are the Masters of Confusion. Now that’s not to say every time there is a problem it’s staged, people have legit people problems, they fix them and move on but when that doesn’t happen, beware. A couple of major factors of where and why these actions will occur… usually but not always, a big company, and are they getting less money somehow by doing what you want them to do.
That said, first I’d recommend you involve the FCC by filing a complaint. If that or anything you may do is successful, do your part and get back to the place you picked up the info if applicable and give a shout out on what worked for you/tell the world, whatever you are willing to do. file here:

For something like this, your grounds for complaint would be the “service issues” the FCC mentions under the heading there “File a complaint”.
There is also what used to be the Franchise Board, but in Fl they moved it from county wide to state wide, and under the department of agriculture, under some other department heading. You know, as if they didn’t want you to find it, as if you were ever made aware of it to begin with. To make things worse, it’s different for each state so I would recommend you get on the horn/email or snail mail to your mayors office if it’s a County thing still for you, or governors office if State handled. Ask them what state agency covers/regulates your franchises or the like and get with them. I settled a long time problem with a major ISP just by mentioning this agency, so find em’ and use them if need be. Whatever you do to get things resolved, always start with what is the easiest, least frustrating and hopefully most effective process for you. In small increments, none of this stuff is that hard to do, so don’t be intimidated. Do it at whatever rate you can handle. 🙂
A hassle? yep, a little, but with all the money we can save over just a years time, not to mention a lifetime, by spending a little time getting what is supposed to be ours already, it’s way worth it and hopefully this will help you cut a few corners in getting there.
My credentials? several years with Comcast and the same with AT&T both before and up to the era of “morals be damned, money is king”..
