Cox Communications is now offering two different plans that bring high-speed Internet to financially-struggling Americans. One is aimed at families that participate in SNAP, TANF and the National School Lunch Program. The other is aimed at residents of HUD-assisted housing with school-age children. And they both deliver high-speed Internet for just $9.95 per month.
Cox is one of the many cable television companies that participate in a program called Connect2Compete, a non-profit dedicated to bridging the Digital Divide between America’s rich and poor.
Cox program #1 – for families participating in SNAP, TANF and the National School Lunch Program
If you live in areas of the country served by Cox and you qualify under their rules, you can now get their Low-Income Internet for just $9.95 per month instead of the much higher subscription rates the company typically charges for its lowest cost introductory plan.
Not only does their Low-Income Internet cost just $9.95 a month, but it delivers a truly fast internet experience at 5 Mbps download speed. That’s enough to enjoy streaming movies.
Plus there’s no deposit required, contracts to sign, installation or modem rental fees and the price is guaranteed for 2 years.
But the benefits of Cox Low-Income Internet don’t stop there. Cox says that qualifying families will also be able to purchase a computer for under $150. (The price is actually $149.99, but they are technically correct that the price is “under $150″.) They charge no activation fees and require no additional equipment fees. And the icing on the cake? They also include the Norton Security Suite, which gives you professional online security, absolutely free. That’s great, because it usually costs $160 or more.
Do you qualify for Cox low-income internet?
You can qualify for the Low-Income Internet program if at least one student in your home qualifies for the National School Lunch program. You will prove your eligibility by telling them that you have a student in the home and by submitting evidence of participation in the school lunch program, or evidence of being on either Temporary Assistance for Needy Families (TANF) or Supplemental Nutrition Assistance Program (SNAP). Why do participation in SNAP or TANF work? Because being on either program qualifies a student for the National School Lunch program, and we suppose the internet provider understands that not everyone can find their National School Lunch enrollment paperwork.
A recent announcement by the company gave us the impression that simply being on SNAP or TANF, even without a child in school, would make someone eligible for their low-income internet program. But given Connect2Compete (everyoneon.org), where you sign up for the Cox program, will only enroll anyone in this program who has a child in school lunch, that’s apparently the rule.
A few restrictions do apply
Cox program #2 – for families living in HUD-assisted housing with school-age children
Cox Communications, one of the nation’s largest cable TV companies, working with the U.S. Department of Housing and Urban Development’s (HUD), is now offering low-cost internet to any HUD-assisted household with school-age children within Cox’s 18-state service area — including Arizona, Arkansas, California, Connecticut, Florida, Georgia, Idaho, Iowa, Kansas, Louisiana, Massachusetts, Nebraska, Nevada, North Carolina, Ohio, Oklahoma, Rhode Island, Virginia.
How low is the cost? You’ll get high-speed Internet access for the just $9.95 per month. It includes downloads speeds up to 10 Mbps, free in-home WiFi, free installation and free access to hundreds of thousands of WiFi hotspots across the country.
Just as in Cox’ other low-income program, families that qualify for the HUD-assisted program will also be able to purchase a computer for under $150. And they’ll pay no activation fees nor any additional equipment fees.
A few restrictions do apply
Although Cox has expanded the number of ways you can qualify for its low-income internet program, there are a couple restrictions of which you should be aware.
Restriction #1: You’re out of luck if you’ve been a Cox customer within the last three months. For example, if you’re a current Cox customer, the only way you can sign up for its low income internet plan is to cancel your service now and wait to sign up in 90 days. Frustrating, of course, but it may just be worth the wait.
Restriction #2: You’re out of luck if you have a Cox bill that’s more than 12 months overdue. That means you can’t sign up for the program unless you pay off that overdue bill or agree to a payment plan.
Restriction #3: Check your closet. You’re out of luck if you find any unreturned Cox cable equipment buried behind your mops and brooms. You’ll need to return that equipment before you can qualify for the low-cost internet plan.
Restriction #4: Obviously, you must live in an area served by Cox cable. According to our research, the company’s low-cost, high-speed internet service is available in 18 states and the District of Columbia. Those states are: Arizona, Arkansas, California, Connecticut, Florida, Georgia, Idaho, Iowa, Kansas, Louisiana, Massachusetts, Nebraska, Nevada, North Carolina, Ohio, Oklahoma, Rhode Island and Virginia.
Cable television franchises are bought, sold and traded like baseball cards, so if you don’t see your state on this list, you should still check with Cox just in case they’ve added service in another market since this article was posted.

It is a nightmare trying to deal with COX. I’ve been trying to get C2C for 6 weeks. No one in COX can sign you up over the phone. It all has to be done online. If you have questions no one online can answer them in chat or email. The only option is to call 866-961-**** Monday – Friday, 8:00 a.m. – 8:00 p.m. / Saturday, 9:00 a.m. – 6:00 p.m PST. I went on the c2c website, it said my address was not serviceable. I called, they said my address was serviceable but couldn’t sign me up over the phone. I was given the c2c number. They said my address was not serviceable. This goes around for 3 weeks until someone says, oh your address isn’t serviceable because the previous homeowner let their account go into collections. I said SHE DIED! I bought this house 3 years ago. It’s just been a cluster frack for months now. I hate cox. I hate them so much.

COX cheap internet is a farce! I live in S.E. Las Vegas in a low income area. I have children who need internet just to do their homework. I meet or exceed all qualifications for this service EXCEPT: The apartment I live in is what is called a “Multi-Unit building” The only internet service available to us here is a barely usable wireless service which costs $13.00 a Week and cannot be used on more than one device. If you attempt to share it – it will not connect or disconnects. The speed is comparable to a 56k modem WHEN you can connect to it. Any other service is refused.
This so-called Low income low cost internet does not exist!!!

I do not understand why Cox doesn’t do this for the handicapped as well. I stay with my deceases mom and son. She is 89 and he is 26 and is handicapped (a victim of baby shake). I have called to try to enroll him on this program but he doesn’t qualify because he isn’t in school any longer. She has cable which cox chargers her so much she can’t add internet because of what they want to add it. I’m on SSDI and a lower income tier for AHCCCS. I also receive the reduced energy costs for low income households from SRP. Hi im low income family w/ children. I live about 20 minute drive from the city of Chico, California. Up in the foothills in a place called Forest Ranch. Theres no gas station, or public transportation. Im having problems trying to find someone who can provide me service at a price i can afford. I cant afford these high dollar satalite companys who want 2 year contracts ,deposits,etc…Idont have cable of any kind .I dont even have a landline. AT&T provides wireless internet for every house around me.100 ft away and for some reason my house isnt on their map to get service. Comcast doesnt provide service up here either. Nor does xfinity. Now sprint cell service is known to work up here and my roomste got verizon phones and put me on his plan. They built a new tower up here 1 block away and it sucks sometimes. I think it really is unfair that if you’re currently a Cox customer, you aren’t qualified for the discount internet program. My fourteen year old granddaughter desperately needs this service. Her mother is a struggling single parent and though my granddaughter is enrolled in the student lunch assistance program, she does not qualify for your discount internet program because they currently have Cox cable services. All these companies could do a better job of making it simple, Jens. Here’s what you do: Visit Connect2Compete.org and look up at the top of the homepage for EveryoneOn.org. Click on it and it will take you to a page that allows you to find all the offers in your area.
For example, in our zip code it said, “We’ve found 3 Internet offers , 12 computer offers , and 5 computer training locations near you!” And showed us specifically what they are. Good luck.

My family qualifies for the plan for families with children on SNAP, but we are automatically disqualified because we already have service through them. Cox is the ONLY provider in our area, so we’re basically screwed unless we can find a loophole. My question is, since the current account is in my husband’s name only, can we make this work by cancelling the account under his name and opening the new low income account under mine? I haven’t officially changed my last name yet so it may be unlikely to throw up a red flag due to having the same last name on top of it being the same address.

Cox Communications offers nothing for seniors but yet they offer students on Snap or in HUD housing free or reduced fees for internet and TV. I am willing to bet most of these students are NOT Americans or legal citizens! Many seniors living alone have only their TV and or internet to keep them company. Cox constantly raises their prices but seniors living on social security do not get cost of living or income increases yearly and if they do it’s very little 1 or 2%. Cox is too greedy to help them keep their service when it comes to …choosing between food, prescriptions, cable TV and or internet! Their cheapest internet is now $32.99 for a speed that’s slower than the old dial up connections! The cheapest cable TV line up consists of mostly channels that are of no interest to anyone, mostly community and a bunch of junk channels. These low cost programs don’t exist. AT&T brags that they have service in my area. They don’t. Some of these websites have numbers that aren’t in service. I have 2 choices where I live. Time Warner who boasts $15/month. Then there is the hidden cost of $50-60 for the router plus taxes and fees. It aint $15. My second choice is some company called Frontier. They bought out Verizon. Who I had. Their cheapest internet is $35. Where do you apply for these programs. They talk a lot about them, but never quite tell you how to go about getting it. There is no such thing as low income internet or cable. It’s fake.

The Cox plan is limited to families with students who qualify for the National School Lunch Program, so being disabled will not make you eligible. And the service that is available is Internet only, not TV. However, many television shows are now available on the internet.

Tv is my only entertainment, internet is required for communications with doctors, family, bill paying, etc., and of course home telephone is necessary. I do have a Safelink cell phone that came with my Medicare/Medicaid insurance. I am a snap recipient. However, I dread having to call cox customer service to try to renegotiate my bill. It is ridiculous that private industry can take advantage of long time senior custiomers! FCC very slow in forcing any resolution to this problem.

I have been a loyal Cox communication customer in Nevada and California since 2011. I worked from home using the internet preferred connection for speed required by employer. I was told I was given promotional deals after 6 or 7 calls in which I receiving conflicting information regarding what I had agreed to! (I have documentation of dates, and names for all contacts!) Finally, the Loyalty Dept. in Arizona, attempted to streamline for me to fit my income. However, when I try to reach the same person now, no one calls me back or returns my emails.
In Jan 2014 I retired and my income has been cut in half, living on social security retirement only. Cox continues to increase fees on the same service I have always had and I am up to $126. month for my basic phone, preferred internet (needed for bill pay, medical community contacts etc.) and Advanced TV, in order to get a certain 3 or 4 channels, like p.b.s. and history channel, you must get a package with hundreds of channels you do not want, but must pay for. Now in June and July my so called promotional discounts will expire, bill expected to reach $176. per month (same service I paid less than $100 for in 2013) and every email is answered by a different person, one offered $118. another $126. and no one could explain the differences. Also phone calls you are told something different by every one you talk to.
Why is there nothing for seniors, long time customer rewards? Why are the “connect2compete” low income packages for people who have never been customers? Low income, is low income, regardless of age. The internet is as necessary as a power bill, and the State of NV helps with that when you are qualified. Why does private industry, who has a geographical area locked up, allowed to continue to unfairly treat their customers? They act like they’ve done me a favor all along. They never mentioned I would be expected to pay for the set top box, required to receive TV service. and after 2 yrs. they want to start charging me for that too. Signing a 2 year contract (with huge penalties if you cancel before 2 yrs. are up) is unrealistic for me. I want a month to month contract, as I have parents in California in their mid 80’s, one with Alzheimer’s Disease, and at any time I could be called upon to go to them on a more permanent basis to assist with activities of daily living. Why should I sign 2 years away, it’s blackmail, or you don’t have a way to negotiate lower rates… What a joke, this billion dollar communications organization can’t even get all their employee’s on the same page. I am so disgusted. What more shall I give up, my tv, my internet, my phone, at age 65, after 43 years in the work force, seems like punishment for being poor. My rent just went up as well, however Social Security’s cost of living was 1.7% ($16.00). The State of Nevada therefore reduce my snap benefits by $6.00. So between an anticipated $50 increase in cox bill and $30 increase on monthly apartment rental it comes to about $70. more than my annual income increase amounts to. I dare anyone working for cox to live on $880. per month. It’s true, I have spent the year applying for every possible program I qualify for. I am not a welfare recipient, I am a retiree, alone with no other source of income or support, attempting to get a little back from 43 years of paying taxes in this country! I’ve contact the FCC, to no avail. They refer me back to articles published 4 and 5 years ago, none of which pertain specifically to the issues I’ve raised. Do not write back with apologies, only with reasonable solutions, or do not bother me! nc

Our family meets the eligibility requirement for reduced cost school lunch- but my daughters charter school doesn’t not participate in this- or isn’t listed on the application drop down menu. Can I just complete the application with the school we are actually zoned for instead of where she attends, since she’s not actually receiving the assistance?

My son and I had been on SNAP since his father walked out on us without notice. When my son attempted to take a semester of college, he had signed up for five credit hours. We had no idea that this was one credit hour less than half-time to qualify to continue receiving benefits and he was also unable to continue classes due to a behavioral disability we lost our SNAP benefits.

I am 48, an my wife is 33, I am still waiting to hear back from Soc. Sec. on my filing for disability. My wife, is disabled, an we are on SNAP… yet we do not have kids in our home. Is there any of the low income high speed internet (5Mb speed) programs even set up for those who do not have kids @ all.?? With trying to look through the basic descriptions of eligibility, it is difficult to actually tell if there are or not.

I’m not sure why some of you a re having difficulty signing up for the program. live in Oklahoma and went on the website connet2compete. I was asked a few simple questions pertaining to my grandchild that I am raising getting free lunch, and was given a ID#. From there I called the cox number associated with the program and gave the rep that number. Two days later they came and installed my service. And it was installed on a Sunday! For anyone in Oklahoma you can register then call 855-825-1466. You should have no problems! Thank You

We’ve updated the page to exclude SNAP and TANF as qualifying programs. The company’s press release (click here) was confusingly written, which made it sound like you could qualify with those and without a child in school. But what they were apparently trying to say was that SNAP and TANF could be used to prove that your child is in the school lunch program (since they two programs provide eligibility for a student to receive school lunch). Doesn’t make much sense, but that’s how we will interpret it.

Okay so i just now got off the phone with connect2compete..it took me several times of calling and waiting on holdbut when i finally got the supervisor on the phone he simply said to me that the expansion in aug 2014 was simply for families that were having trouble getting the proof that their child was recieving free lunch and that they now have the option of.showing proof in other ways,such as tanf or foodstamps,and that it means you MUST hsve a child in free lunch to be eligible. I know it doesnt make much sense to me either..it doesnt seem to me that he knew what he was talking about although i did try and read him various parts of this page and the link above, i don’t think he was listening to me AT ALL. The whole thing is poorly ran. You call C2C and cannot speak to a rep, you call Cox and they say you need to be approved through C2C. Hard to do when the only option of approval is free school lunch. I am in the SNAP program, a program listed as one of the excepted, and yet it is not an option when you call. So far, no one has been helpful.

I assume you are talking about an automated system, pressing numbers to answer questions. Try saying you do have child in the school lunch program just so you can get through to a representative. When you get a hold of someone, tell them about their own press release touting the new eligibility:

My abusive son took over my cox account an insisted it be put up to high speed so he could watch movies. Now he has gone out of state and left me to pay the bill. Cox is tricky I am an old man, 81, and have only $70 to pay all utilities after rent is paid with out help how do I afford internet?
